History Established in 1984. The Stowell Learning Center was established in 1984 as a diagnostic, tutorial center for students with learning disabilities. In the past 27 years we have helped hundreds of students with a variety of learning challenges become successful learners. In 2010, The Stowell Learning Center opened a second location in Irvine, and now serve the Orange County communities of Irvine, Costa Mesa, Newport Beach, Huntington Beach, Fountain Valley, Tustin, Orange, Santa Ana, Laguna Beach, Laguna Hills, Foothill Ranch, San Juan Capistrano, Laguna Niguel, Mission Viejo, Lake Forest, Westminster, and other surrounding areas!
